Luton Citizens' Fund
The Luton Citizens’ Fund will provide grants of up to £4,000 to not-for-profit groups who deliver projects or services in Luton. The fund is administered by the Bedfordshire and Luton Community Foundation on behalf of Luton Council.
The main objectives for this fund are:
- A town built on fairness or social justice
- Improving health inequalities
- Improving the lives of children and young people
- Working towards carbon net zero
- A town that works for everyone
You can additionally request an uplift of £500 if you wish to opt in to preparing a carbon-reduction plan.

The Luton Citizens’ Fund follows the principles of Participatory Budgeting – a model which asks residents to decide which community organisations should receive funding for the benefit of their community. Therefore applicants will need to commit to attending a local decision day on 20 January 2024. Details of what is expected from applicants can be found in the criteria document. Applicants applying for this fund will need to demonstrate that their project meets one or more of the themes outlines above and takes place between 1/3/24 and 31/12/24.

South:
South area includes Central, Farley, High Town & South wards. The Participatory Budgeting Decision Day will be on 20 January 2024.
West:
West area includes Challney, Leagrave, Lewsey & Poets wards. The Participatory Budgeting Decision Day will be on 20 January 2024.
East:
East area includes Round Green, Stopsley, Wigmore & Vauxhall wards. The Participatory Budgeting Decision Day will be on 20 January 2024.
Central:
Central area includes Beech Hill, Biscot, Dallow & Saints wards. The Participatory Budgeting Decision Day will be on 20 January 2024.
